Sidestepping questions of legitimacy: How community representatives manoeuvre to effect change in a health service

Australian Institute of Health Innovation, UNSW AustraliaEmpirical studies of community participation in health services commonly tie effectiveness to the perceived legitimacy of community representatives among health staff. This article examines the underlying assumption that legitimacy is the major pathway to influence for community representatives. It takes a different vantage point from previous research in its examination of data (primarily through 34 in-depth interviews, observation and recording of 26 meetings and other interactions documented in field notes) from a 3-year study of community representatives’ action in a large health region in Australia. The analysis primarily deploys Michel de Certeau’s ideas of Strategy and Tactic to understand the action and effects of the generally ‘weaker players’ in the spaces and places dominated by powerful institutions. Through this lens, we can see the points where community representatives are active participants following their own agenda, tactically capitalising on cracks in the armour of the health service to seize opportunities that present themselves in time to effect change. Being able to see community representatives as active producers of change, not simply passengers following the path of the health service, challenges how we view the success of community participation in health.

AD Service 2013

Following the publication of the Administrative Data Taskforce (ADT) report Improving Access for Research and Policy (PDF, 1Mb) and the additional Technical Report (see below), the ESRC is inviting proposals for an Administrative Data Service titled 'AD Service 2013'.

The AD Service 2013 will be part of the Administrative Data Research Network (ADRN) - a partnership between government departments, research funders, national statistical authorities, and the research community that will reach across the UK to facilitate research based upon linked, routinely collected administrative data. The AD Service 2013 will be the administrative data information and coordinating body for the four Administrative Data Research Centres 2013, which are being commissioned through a parallel call. This new data resource will help position the UK at the forefront of research based on linked administrative data.

The maximum budget for the initial AD Service contract is £5 million for a period of five years. Costs should be calculated on a full economic costs (fEC) basis. As per standard funding rules, the ESRC will contribute 80 per cent of the total budget.

Full proposals must be submitted via the Joint Electronic Submission System (Je-S) by 16.00, 4 July 2013.

The annex on the role of that NSA will act in that capacity and will be attached by the ESRC on receipt of the applicationany additional technical detail can be provided as an additional annex but it must be referred to in the Case for Support and must provide relevant detail of use in the review and decision making processes for the applicationFinal/interim reports are required as per the guidance on page 13 of AD Service or page 14 of ADRCs. However these should be concise and not exceed 3 pages per project - 1 page per project is acceptablethe letter of support must be attached from the Vice Chancellor (or equivalent) of the Principal Investigator and the Co-Investigators' institutions.

Applications must be made via the Research Council Joint Electronic Submission System (Je-S). All applications must be costed and approved by the relevant institutional authority at the proposed host research organisation.
